Job Description:
Summary This INFORMATION SECURITY SPECIALIST is located in a
Cyberspace Operations Unit and is part of the CA 216 SPCS.
Responsibilities THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION
Selectee may be non-competitively extended up to 4 years if/when
funding becomes available. The primary purpose of the INFORMATION
SECURITY SPECIALIST, GS-0080-11, is to administer the Special
Security Office (SSO) and all Sensitive Compartmented Information
(SCI)-associated security programs and measures and provides
detailed research and analysis on physical, computer, and personnel
security. Initiates and implements policies and procedures required
to manage SCI programs and to protect SCI resources. Recommends or
makes changes in unit security policy and directives. Prepares
waivers to established policy to meet command operational
requirements. Technical authority on all SCI security matters and
all other areas of classified security and classification within
the unit. Tracks and administers SCI clearances for all
in-processing personnel to ensure mission readiness. Terminates or
transfers SCI clearances for out-processing personnel. Researches,
interprets, analyzes, and maintains currency on a variety of
different security program interrelationships, requirements,
regulations, and guidance (e.g., Presidential Executive Orders,
Director Central Intelligence Directives, Defense Intelligence
Agency Manuals, DoD Manuals, Air Force Manuals and Instructions,
and local policy), and applies them in order to protect SCI
facilities and materials from espionage, sabotage, and destruction.
Serves as the SCI Control Officer responsible for establishing,
managing, and controlling all collateral and SCI classified
information and material within the Sensitive Compartmented
Information Facilities (SCIFs) affecting the unit's mission.
Determines the need for, develops, and maintains current
Memorandums of Agreement with organizations to ensure adherence to
security standards. Ensures SCIFs comply with all applicable
construction and physical requirements, standards, and regulations
as defined by higher headquarters. Interfaces directly with DoD,
Defense Intelligence Agency, National Security Agency, US Air
Force, AF Space Command, major commands, combatant commands, and
other national-level agencies to evaluate, guide, and adjust unit
programs to meet changing security needs and requirements as
personally assessed or as directed. The position resides within the
infrastructure and support functions of the state National Guard;
the incumbent is not subject to mobilization, nor is the work
described part of the military mission; and the incumbent does not
perform a key advisory or essential administrative role that is
inherently military. In addition, the position must meet one of the
following: It does not have a comparable military function; the
position is required in full-time (civilian) role when the
organization, or similar military position, is mobilized to perform
continuing post-mobilization functions; or the position requires a
skill or competency that necessitates technical expertise or
professional qualifications that cannot be readily found in the
military structure of the state military force. May make additional
selections within 90 days of eligible(s) issuance. Requirements

determined by a background investigation. Must be able to obtain
and maintain a Top Secret/Sensitive Compartmented Information
(TS/SCI) eligible security clearance. This position is eligible for
certification IAW DoD 8570-01-M, 12/19/05 Qualifications
INFORMATION SECURITY SPECIALIST, GS-0080-11: Must have at least one
year of specialized experience, equivalent to at least the GS-09
level, or equivalent pay band in other pay systems in the Federal
government. This experience may also have been obtained in the
private sector, but must demonstrate that it is comparable to the
GS grade indicated. Specialized experience may have been
demonstrated by performing duties such as: Experience as principal
advisor to the commander, reports on the organization's SSO and
SCI, physical, computer, information, personnel, and administrative
security; Experience providing oversight of unit and SSO security
self-inspections and presents detailed and comprehensive reports
with corrective action taken to the unit commander; Experience
administering the SCI security clearance program for all assigned
personnel, ensuring all required clearances are up-to-date and

Specialized Experience: Ph.D. or equivalent doctoral degree or 3
full years of progressively higher level graduate education leading
to such a degree. When there is a positive education or
certification requirement, or you are using education to qualify as
a substitution for experience, copies of transcripts (unofficial)
and/or certificates are required at the time of application to
verify that you meet the educational/certification requirement or
substitution. Failure to provide transcripts and/or certificates at
