We have an immediate need for a Project Control Specialist to support government customers for By Light in Cocoa Beach, FL and McLean, VA.Responsibilities:Proficiency in project finance over multiple operational and project efforts; forecasting and tracking labor costs; assist with invoicing and collections; analyzing actuals, committed and planned costs; responsible for Estimate at Completion (EAC) creation and analysis with operations / clientPrepare Monthly Financial Reports, ensure project financials are accurate, and ensure that the customer is fully aware of all financial funding issues in advanceAssist in contract communication and financial analysis with the finance and accounting departments regarding forecasts, funding, burn rate, etc.Conduct ad hoc financial analysis, manage cost, materials, milestone execution, and staffing levels on highly visible projectsHelp to ensure timely execution of all task order requirements from inception to completionTrack subcontractor funding allocation with Prime contract, subcontractor funding, subcontractor billing and paymentsCreate and issue requests for proposals as neededUnderstand and apply FAR and DAR requirements related to small business subcontracting plans, cost accounting standards, Truth in Negotiation Act, and Commercial Determination as applicable to appropriate prime contract and agency regulationsAdminister subcontracts, modifications, and task orders while ensuring compliance with Contractor Purchasing System Review (CPSR) requirementsMaintain good internal controls and policies based on contract requirements, accounting/financial standards, and procurements processesProactively review established contract processes and procedures, assist with implementing changes where applicable to enhance the contracts effectiveness and efficienciesMonitoring timesheet compliance, contractor hours and inform management of any issues requiring actionVerbal and written communication with both government and Program Management Team across all operational and financial aspects of the contractTravel up to 10%Required Experience/Qualifications:Bachelor's Degree (preferred in Finance, Accounting, Mathematics, or similar field)3+ years of experience in an Accounting, Finance, or related field1+ years of experience with contacts/subcontracts administration or procurement in support of US Government contractsCandidate must have excellent verbal and written communication skillsProficiency in Microsoft Excel requiredPreferred Experience/Qualifications:Experience with contract negotiations, including Cost plus Fixed Fee (CPFF), Firm Fixed-Price (FFP), Time and Materials (T&M)Experience in creating file documentation in compliance with contractor purchasing system review (CPSR) requirementsExperience with supporting proposals in a demanding and fast-paced environment for defense, national security, or civil federal acquisitionsExperience with Federal Acquisition Regulations (FARs), General Services Administration (GSA) schedules, Government-wide Acquisition Contracts (GWACs), and IDIQ vehiclesGeneral knowledge of GAAP / FASBDeltek Costpoint experienceSpecial Requirements/Security Clearance:By Light does not require COVID-19 vaccinations or boosters; vaccination requirements and testing are subject to the status of the federal contractor mandate and customer site requirements; testing is at the cost of the employee.SALARY RANGE:Salary Minimum: $82,500Salary Mid: $90,464Salary Maximum: $97,000The annual base salary provided is a guideline for this position and is not a guarantee of compensation or salary.
